The Philippines is known for having diverse languages. There has been an ongoing discussion on the use of the mother tongue in academic instruction for elementary students as part of the K to 12 Basic Education curriculum. This study examines the effect of the Mother Tongue Based-Multilingual Education (MTB-MLE) language policy on the endangerment and the revitalization of existing Philippine languages in terms of educational opportunities and access. As an established educational policy using the Top-Down planning and implementation, MTB-MLE is undeniably a political decision that affects the dominant and small languages in terms of opportunity and discrimination, so therefore, it is important to look at the state of languages in the language ecology that challenges its speaker as well as the situation of students in the classroom, and in the educational program. Using the discussion of language ecology by Wendel and Heinrich (2012) and Baldauf 's microlevel language planning (2005), this paper aims to examine and discuss the impact of a defined language education policy contained in the MTB-MLE on the endangerment and the revitalization of the Hiligaynon language in the field of education, and analyze the impact of micro level management on the overall language policy. The results of the study show that some of the reasons of the opposition of the stakeholders to the policy are the lack of training of teachers in using Hiligaynon as a medium of instruction and teaching it as a subject, linguistic attitude, and economic condition of Iloilo. According to the study, although the policy does not endanger Hiligaynon, the major language in Iloilo and one of the major languages in the country, it puts the performance and learning of some students whose first language is not Hiligaynon at risk.
