This article discusses the need for moderation of online comments to facilitate civil engagement in the digital world while permitting healthy discussion and sharing of diverse perspectives. Online discourse often deviates from its potential for deliberative democracy due to the prevalence of uncivil comments, exacerbated by anonymity. To counter this, the article discusses several approaches used to limit uncivil online comments including human control, algorithmic control and environmental control. However, none of these methods has successfully mitigated the problem without impeding free speech. Since anonymity can also breed uncivil behavior, the implementation of an online comment-history disclosure system that encourages digital citizenship while maintaining anonymity is outlined.
