Datenqualität und -kuratierung als Voraussetzung für Open Research Data. (German)

The importance of data for society and the economy cannot be overestimated and is increasing in the course of digitization. The re-use of existing data offers considerable advantages on a scientific, political, social, cultural and especially economic level. The opening of data collections (open data) is attracting increased interest in both the public and private sectors. This can be traced back to efforts to increase transparency in the public sector and to enthusiasm for big data and data analysis. In recent years, more and more ministries and governments have therefore started to publish their data. These so-called open government or open research movements have led to the introduction of numerous portals that provide an infrastructure for access to research data. The development of this infrastructure is changing the way in which researchers search for data describing their research subject or for analyzable research data. Implicitly, the main aim is to achieve more data exchange and transparency in order to promote the opening of further data silos for broad user groups. Quality issues played too little role in the initial phase. This article aims to draw attention to how data quality criteria can optimize infrastructures for both the source data and the metadata. Résumé: L'importance des données pour la société et l'économie ne peut être surestimée et s'accroît au fil de la numérisation. La réutilisation des données existantes offre des avantages considérables sur le plan scientifique, politique, social, culturel et surtout économique. L'ouverture des collections de données (open data) suscite un intérêt croissant tant dans le secteur public que privé. Cela s'explique par les efforts déployés pour accroître la transparence dans le secteur public et par l'enthousiasme pour le big data et l'analyse des données. Ces dernières années, de plus en plus de ministères et de gouvernements ont donc commencé à publier leurs données. Ces mouvements dits de gouvernement ouvert ou de recherche ouverte ont conduit à l'introduction de nombreux portails qui fournissent une infrastructure d'accès aux données de recherche. Le développement de cette infrastructure change la façon dont les chercheurs recherchent des données décrivant leur sujet de recherche ou des données de recherche analysables. Implicitement, l'objectif principal est de parvenir à plus d'échange de données et de transparence afin de promouvoir l'ouverture d'autres silos de données pour de larges groupes d'utilisateurs. Les questions de qualité ont joué un rôle trop faible dans la phase initiale. Cet article vise à attirer l'attention sur la manière dont les critères de qualité des données peuvent optimiser les infrastructures, tant pour les données sources que pour les métadonnées. Die Bedeutung von Daten für Gesellschaft und Wirtschaft kann nicht überschätzt werden und nimmt im Zuge von Digitalisierung weiter zu. Die Nachnutzung vorhandener Daten bietet erhebliche Vorteile auf wissenschaftlicher, politischer, sozialer, kultureller und insbesondere wirtschaftlicher Ebene. Die Öffnung von Datensammlungen (Open Data) stößt sowohl im öffentlichen als auch im privaten Sektor auf gesteigertes Interesse. Dies geht auf die Bemühungen zur vermehrten Transparenz im öffentlichen Sektor und auf die Begeisterung für Big Data und Datenanalyse zurück. In den letzten Jahren haben daher immer mehr Ministerien bzw. Regierungen begonnen, ihre Daten zu veröffentlichen. Diese sogenannten Open Government- oder Open Research-Bewegungen haben zur Einführung zahlreicher Portale geführt, die eine Infrastruktur für den Zugang zu Forschungsdaten bereitstellen. Die Entwicklung dieser Infrastruktur verändert die Art, wie Forschende nach Daten zur Beschreibung ihres Forschungsgegenstandes oder nach analysierbaren Forschungsdaten suchen. Implizit geht es vor allem darum, mehr Datenaustausch und Transparenz zu erreichen, um die Öffnung weiterer Datensilos für breite Anwenderkreise voranzutreiben. Qualitätsfragen spielten dabei in der Anfangsphase eine zu geringe Rolle. Dieser Beitrag will darauf aufmerksam machen, wie Datenqualitätskriterien sowohl für die Quelldaten als auch die Metadaten Infrastrukturen optimieren können. [ABSTRACT FROM AUTHOR]
