Does it matter that Northern California is about to be without a top leadership position in either house of the Legislature? The influential Bay Area Council, which lobbies for matters of regional interest, certainly thinks so. It has been sounding the alarm about the impending breach of an "unwritten rule" that the leaders of the Senate and Assembly must be from opposite ends of the state. Council CEO Jim Wunderman has been warning that a south-dominated Legislature could give our lower-state brethren an unfair edge on distribution of everything from transportation and education funds to water transfers.
