Last year's disaster at Valley Springs Manor, an assisted-living facility in Castro Valley, was eminently avoidable. After the state ordered the closure of the facility, the ensuing lapse in state oversight was a major contribution to the life endangerment of the 19 senior residents who were callously left behind by the facility's owners.
