This is a companion article to ‘Gramenarude Sarvakalasalakal’. The article points out that democratic concept of education is free access to it for one and all. Educating each and every citizen irrespective of any caste or economic differences was accepted as the responsibility of the state. But even forty years after the policy declaration 75 per cent of our people are not in a position to get full benefit from our educational institutions maintained at huge cost which is realized from their pockets also. The formal educational system which we have so far upheld has failed to go beyond a 25 per cent of our population. If education is to reach the people beyond this privileged minority; like in all other advanced countries we also have give more importance to adult education, continuing education and distance education, than formal education. This necessitates developing public library system in a way in which it can give the supporting and auxiliary services to such educational processes. Unless this is done our educational system will go on serving only a privileged minority; an upper class.
