The report provides the comprehensive risk assessment of the substance 4,4'-isopropylidenediphenol (bisphenol-A). It has been prepared by the UK in the frame of Council Regulation (EEC) No 793/93 on the evaluation and control of the risks of existing substances, following the principles for assessment of the risks to humans and the environment, laid down in Commission Regulation (EC) No 1488/94. The evaluation considers the emissions and the resulting exposure to the environment and the human populations in all life cycle steps. Following the exposure assessment, the environmental risk characterisation for each protection goal in the aquatic, terrestrial and atmospheric compartment has been determined. For human health the scenarios for occupational exposure, consumer exposure and humans exposed via the environment have been examined and the possible risks have been identified. The environmental risk assessment for bisphenol-A concludes that there is concern for the water and sediment compartments arising from the use of the substance in thermal paper recycling and in production and processing of PVC. In addition there is a need for further information on risks to the water and sediment compartments for the other scenarios and to the terrestrial compartment. There is no concern for microorganisms in the sewage treatment plant and for the atmosphere. The human health risk assessment for bisphenol-A concludes that there is concern for workers in relation to eye and respiratory tract irritation, effects on liver and toxicity for reproduction arising from exposure in the manufacture of bisphenol-A and of epoxy resins and also in relation to skin sensitisation in all scenarios. In addition there is a need for further information to adequately characterise the risks to workers, consumers and humans exposed via the environment in relation to effects on development at low doses. The conclusions of this report will lead to risk reduction measures to be proposed by the Commissions committee on risk reduction strategies set up in support of Council Regulation (EEC) No 793/93
