Opinions about how to use a library changed in Europe from the beginning of the 17th century. New demands have arisen for an universal stock and for opening libraries to the public. Both, the librarýs main characteristics as well as practical advises for its use were described by Gabriel Naudé and Gottfried Wilhelm Leibniz, two important librarians of the 17th century. Their ideas helped to develop libraries from private collections to public and universal libraries. In connection with a detailed description of this important period in the history of libraries and of the ideas of two eminent and interesting personalities a comparison between these ideas is given. It also includes the aspects of dependency and development.
