University libraries in Germany adopted the so-called Fachreferentensystem as organisational standard model since the 1920ies. One of the characteristic features of German university libraries thus became autonomous collection building and subject indexing by scholarly trained librarians. The article deals with the causes for this organisational development which is being increasingly challenged by new collection building paradigms like access versus ownership or patron driven acquisition. Considering these trends, it is quite interesting that the German Council of Science and Humanities (Wissenschaftsrat) argued for an increased appreciation of libraries and their collections as indispensable scholary infrastructure facilities in several reports published in 2011.
