There is no government, no enterprise, no political institution in the West making public announcements without the promise of transparency. But actually they only can offer the prospect of improved information. The word "transparency" which experienced over the past twenty years an exceptionally successful career in political discourse is a metaphor. This linguistic image suggests in the eyes of the observers the opening of a pure, entirely translucid universe without any obstacle. Apparently, it offers deep insights into governmental secrets, company information, and even into the intimate world of people. In times it seems, as if secret services and social media have already achieved it. In view of this situation it is appropriate to recall that this promise of transparency is present in occidental discourse from its very beginnings. Greeks and Romans already have been entertaining the idea of resolving all evils in this world by making people's hearts transparent. Since then churchmen, philosophers, writers, politicians are working on implementing this idea which in the context of the topic of the meeting can only paradoxically be described as "untrue fiction". It is a matter of common knowledge that there is no transparency in this sense, but everyone is speaking about it, claiming and promising transparency. De nos jours, aucun gouvernement occidental, aucune entreprise, aucune institution politique ne peut se permettre de se présenter sans promettre de la transparence. Mais en réalité, ils peuvent au maximum offrir des informations. Le mot « transparence », qui a connu depuis une bonne vingtaine d'années une carrière incroyable dans le discours politique, n'est qu'une métaphore. L'image suggère qu'un monde pur, sans obstacles et transparent s'ouvre devant les yeux des observateurs, que des secrets d'État, des données internes de firmes et même le monde intime de personnes sont maintenant dévoilés. Parfois, il semble que les services secrets et les médias sociaux y seraient déjà parvenus depuis long-temps. Dans une telle situation, il convient de rappeler que cette promesse de transparence fait partie de l'histoire occidentale depuis longtemps. Déjà l'Antiquité jouait avec l'idée que la transparence totale des coeurs des gens pourrait éliminer le mal dans ce monde. Et depuis lors, des ecclésiastiques, des philosophes, des écrivains et des dirigeants politiques travaillent à la réalisation de cette promesse, qui peut uniquement être décrite comme une « untrue fiction » dans le contexte du thème de la conférence. Tout le monde sait qu'il ne peut y avoir de transparence, mais tout le monde doit en parler, la revendiquer, l'offrir mais si tout est connu, il n'y a plus de connaissances. [ABSTRACT FROM AUTHOR]
Keine westliche Regierung, kein Unternehmen, keine politische Institution kann es sich gegenwärtig leisten, ohne Transparenzversprechen aufzutreten. Wenn überhaupt können sie Informationen in Aussicht stellen. Das Wort Transparenz, das seit gut 20 Jahren eine ungeheure Karriere im politischen Diskurs erlebt hat, ist eine Metapher. Das Bild suggeriert, dass sich vor den Augen der Beobachter eine reine durchsichtige, hindernislose Welt entfaltet, dass nunmehr Einblick in Staatsgeheimnisse, in Unternehmensinterna, ja in die intime Welt der Menschen gewährt werde. Bisweilen scheint es so, als hätten Geheimdienste und Social Media einen solchen Durchblick längst erreicht. In einer solchen Lage ist es angebracht, daran zu erinnern, dass dieses Versprechen der Transparenz überhaupt die abendländische Geschichte begleitet. Bereits die Antike spielte mit dem Gedanken, dass eine völlige Durchsichtigkeit der Menschenherzen die Übel auf dieser Welt beseitigen könnte. Und seitdem arbeiten Kirchenmänner, Philosophen, Schriftsteller, politische Führer an der Verwirklichung dieses Versprechens, das im Kontext des Tagungsthemas nur paradox als untrue fiction" bezeichnet werden kann. Jeder weiβ, dass es Transparenz nicht geben kann, jeder aber muss davon sprechen, es fordern, es anbieten: Wenn aber alles gewusst wird, ist es kein Wissen mehr. [ABSTRACT FROM AUTHOR]
